• Dr. Vishal Ramesh Thombare is currently Deputy Chief Engineer Roads (Planning)
(i/c) in Brihanmumbai Municipal Corporation (BMC).
• He has completed his Ph.D. from the Indian Institute of Technology (I.I.T)
Bombay. Before joining BMC he worked with Indian Rayon and Industries Ltd
cement Division now Ultra-Tech Cement for about four years. During his tenure in
the cement division, he worked on Shopee Concept in the cement industry and
developed various Mixes for High-Performance Concrete.
• He joined the Brihanmumbai Municipal Corporation (BMC) in the year 1997.
• He has worked in Quality Control, Planning, and Research department
(Hydraulic Engineer’s Department) for about eight years where he played a key
role in making Master Plan for Mumbai City for the next 25 years.
• Looking to his expertise in Cement Concrete he was transferredto the Road
Department. Before that he worked with Mumbai Coastal Road Project for six
years.
• He has about 30 years of experience in the Civil Engineering field. He is a Chartered
Engineer from the Institution of Engineers.
• He has introduced many mineral and chemical admixtures in Concrete which is used in
various BMC projects. He was the instrumental behind implementing Ultra-Thin White
Topping in Mumbai, Thane, Bangalore, Chennai, and different parts of our Country.
• He is the first Engineer in India to use M60 grade Concrete in UTWT and TWT. Dr. Vishal
R. Thombare was awarded Three Times as an Outstanding Engineer in the year 2008,
2009 & 2022 on the occasion of Engineer’s Day. .
• Dr. Vishal Ramesh Thombare was awarded Bharat Ratna Mokshagundam
Vishweshwarayya Engineering Award -2018. In the same year, he received the Samaj
Bhushan Award. In January 2023, he has received Construction Times Award at New
Delhi.
• He has vast experience in Cement, Concrete, Ultra-Thin White topping, Thin White
Topping, and Asphalt roads
• He has been associated for the last 28 years with the Construction Supervisor course
conducted by the India Chapter of American Concrete Institute.
• Dr. Vishal Ramesh Thombare is a committee member of H-3 and H-9 for the Indian
Road Congress (IRC) and a TXD 30 Committee Member of the Bureau of Indian
Standards (BIS). Dr. Vishal Thombare is a member of various committees like the
Standing Technical Advisory Committee (STAC) appointed by the Hon’High Court, the
Specifications committee for Cold Mix, the Expert Technical Committee for Malabar Hill
Land Slide, etc.
• Dr. Vishal Ramesh Thombare is Vice President of the American Concrete Institute
(India Chapter), Vice President of Indian Concrete Institute and Treasurer of Indian
Institute of Bridge Engineers. He was Chairman of the Environment Management Cell for
the Mumbai Coastal Road Project. He is an Executive Committee member of Indian
Geotechnical Society (IGS).
• He is a life member of various Institutes like the Institution of Engineers, India
Chapter American Concrete Institute, Indian Concrete Institute, Indian Road
Congress, Indian Institution of Bridge Engineers, ISSE, IGS and American Society of Civil
Engineers (ASCE) & so on.
