Dr. Sanjeev Kumar Lohia belongs to IRSE-1986 batch with more than 36 years of experience in the transport, urban development and real estate sectors especially in Urban, Rail and bus based transportation systems from policy to projects planning, development and implementation, institution building, PPPs, innovative solutions, structuring concession agreements, systems standardisation, capacity building. He has to his credit development and adoption of “Form Based Codes” for the first time in India for commercial development in Railway land, developing manuals/ guide books for entire gamut of station development including commercial development, operationalising National TOD policy, building plan approvals for commercial assets under section 11 of Railway Act’ 1989, Environment management guidelines and working policy for railway heritage assets. He has also led the development of Guidebooks on Form Based Codes for entire country which was launched by Hon’ble Minister for Housing and Urban Development on 9.10.23.
He is presently working as Sr Advisor Rail, Urban Transport & E-Mobility with the World Bank. From Nov’15 to Nov’21 headed the Indian Railway Stations Development Corporation (IRSDC) leading the world’s largest Transit Oriented Development (TOD) and PPP programme and has to his credit concept to commissioning of first station development in India on PPP and first station development including construction to commissioning of 318 rooms five star hotel on top of tracks on EPC. Has been a pioneer in partnering with State Govts for joint development of Railway stations, establishing IRSDC as a deemed special planning authority for development in Railway land.
While at MoHUA as Director and OSD & Ex Officio JS (Urban Transport) from 2005 to 2013, transformed the urban transport scene across India through National Urban Transport Policy, Metro Policy, metro projects, city Bus modernization programs, Urban Bus specifications, Conceptualising one Nation one card i.e NCMC, spearheading urban transport reforms, creating technical capacity within ministry and outside through institutions like IUT, UTTIPEC, UMTAs, centres of excellence, development of various toolkits and guidelines. He served as Director in various metro rail corporations in India.
